Details
phase 3a: app launcher + drop per-user
- GET /api/apps — curated launcher list (app/apps.default.json, overridable at
  /data/apps.json), grouped apps/streams/ops. Frontend: Launch panel (.ef-btn).
- removed UserPref model + /api/prefs + deps.current_user — this dashboard is
  single-user; migration 95c366c1873f drops the user_pref table.
- App.tsx: Launch + Switches render independent of the infra snapshot; SEC.NN
  renumbered.
