Each requests-sync now sends Thoth one snapshot of all requested apps (PUT /v1/scans/requests-<commit>/shikigami/all/items), after planning against what Thoth had and before the apps' steps run. Thoth keeps them planned until a scanner sees them; retiring stays with Anubis (D53). The commit is the scan id, so a resend changes nothing. 403 and 422 (no permission, snapshot refused) fail at once - retrying won't help; other errors retry as usual.
